Joanna B. Tourangeau

Since 2001, Joanna Tourangeau has worked with clients to address local, state and federal environmental and land use issues.  Joanna is the chairperson of the firm’s Environmental and Natural Resources Law subgroup.

She brings substantial experience advising clients on local, state and federal land use and environmental permitting, compliance and enforcement issues as well as transactional environmental issues including environmental site assessments and other environmental due diligence.   

Representative Matters
Joanna represents major industrial clients in all manner of environmental and land use issues from construction of new or expanded facilities (including recent permitting for a new biofuel refinery in Maine and a gas pipeline in New Hampshire) to air, water, solid and hazardous waste licensure and compliance concerns.

Joanna has trained and audited numerous facilities in Maine and New Hampshire for compliance with an assortment of environmental and OSHA requirements including those applicable to air, water, solid waste, hazardous and universal wastes, hazardous materials, safety and health, emergency planning and community right to know.  Her compliance work in these areas includes negotiation of penalties associated with regulatory notices of violation and administrative complaints. 

She also represents “potentially responsible parties” in resolving liability under state and federal “Superfund” laws including acting as a co-chair of a group of over 100 such PRPs at a Maine Superfund and state site.

Joanna works with groups of similarly situated individuals and businesses to address regulatory approvals and legislation impacting their property and businesses.  For example, she currently represents a large group of businesses and individuals in protecting Sebago Lake levels via both regulatory and legislative processes.

She represents numerous businesses and individual in assessing the environmental status of property they are considering for acquisition or divestiture in order to achieve the desired level of liability protection.

She is listed in the New England Super Lawyers directory as a “Rising Star” in the category of Environmental Law.
