New Hampshire Landowner Incentive Program

The Landowner Incentive Program is a federally funded program to protect and restore habitats on private lands to benefit species determined to be at risk and in need of conservation. LIP funds are provided annually to state fish and wildlife agencies through a national competitive grant program administered by the US Fish & Wildlife Service (CLICK HERE for info). Eligible lands are any that are not government owned. Species at risk includes any wildlife or plant identified by the State as in need of conservation. These include Federal and State listed plants and animals, wildlife and habitats at risk as identified in the NH Wildlife Action Plan, and exemplary natural communities and natural community systems tracked by the Natural Heritage Bureau.

NH LIP may fund up to 50% of the total value of acquired conservation easement rights and approved pre-acquisition costs. In an effort to stretch limited program dollars, LIP funding per project will be capped at $100,000 or 10% of the total project value, whichever is greater. NHFG may waive this cap on a case specific basis due to project significance and availability of grant funds.

The applicant will be responsible for providing and documenting a non-federal match equal to or greater than the value of the awarded LIP grant. This match can be comprised of donated value, cash, or in-kind services.

Other Policies & Guidelines
Additionally, the following policies and guidelines will apply:

  1. LIP funds provided under this Request for Proposals will only be used to protect habitat on privately owned land in cooperation with willing landowners;
  2. Applications for conservation easement grants will be accepted from agencies and non-governmental organizations that have a demonstrated capacity to successfully complete land protection projects and monitor conservation easements;
  3. LIP funds awarded to a project will not exceed 50% of the total project value, that includes the expense of the conservation easement and any authorized pre-acquisition costs;
  4. The value of the conservation easement will be determined by a qualified appraiser applying the Uniform Standards for Federal Land Acquisition;
  5. Pre-acquisition costs that may qualify for LIP funding or that may be applied to the required match include appraisal, title work, boundary survey, easement development and negotiation, baseline documentation, environmental assessments, and conservation management plans;
  6. Successful applicants for LIP funding must comply with the federal requirements of the Landowner Incentive Program and record a Notice of Federal Grant Agreement along with the easement;
  7. The easement will identify the conservation of species and habitats at risk among its purposes, and require a stewardship plan that outlines actions necessary to restore, conserve, and sustain these species and habitats;
  8. In general, easement language must provide for public pedestrian access for low impact outdoor recreational activities, unless such activity is determined to pose a risk to the species for which LIP funding is provided. Such determination will be made by NHFG with input from the LIP Advisory Committee.
  9. The easement holder will provide a copy of the annual easement monitoring reports to NHFG.

Focus Areas
The NH LIP Advisory Committee has identified Focus Areas to target LIP funds to regions of the State with high diversity of species at risk and habitats in need of conservation. Project applications will be accepted from anywhere in the state. However, the LIP ranking criteria provides additional points for projects in Focus Areas. The Focus Areas may change through time as projects achieve conservation needs and new information identifies new priorities.

Application Process

To apply for NH LIP funding, download the application in the format of your choice:

In addition to the completed application, submit maps and/or aerial photos that show the outline of the property, location of priority habitats within the property, and the property's landscape context and proximity to other conserved lands. Upon ranking and evaluating applications, NHFG will announce preliminary grant awards.

Applicants notified of preliminary awards will be asked to submit additional information needed to satisfy Federal Aid grant requirements prior to final awards being made. This additional information will include a narrative description of the project that outlines project need, objectives, approach, and expected benefits to species at risk. Also required will be an appraisal of easement value completed to federal standards, itemization of included pre-acquisition costs, final draft of the conservation easement, an executed Purchase and Sales agreement, final project budget, and a legal description of the property.

Ranking Criteria
Applications for LIP funding of conservation easements will be evaluated using the ranking criteria. (CLICK HERE to download PDF of ranking criteria, 5 KB.) Application scoring and ranking will be done by NHFG and NHB with input from the LIP Advisory Committee. The ranking criteria are designed to assess the property's attributes and value of the proposed project in conserving species and habitats at risk. In addition to the point scoring, applications will be evaluated for project readiness, the availability of other funds, easement monitoring plans, organizational capacity and experience, and the extent to which easement purposes and restrictions will clearly and directly benefit species, natural communities and habitats at risk.
