Texas Equine Incentive Program

The Texas Equine Incentive Program (TEIP), administered by the Texas Department of Agriculture (TDA), provides an incentive for owners of Texas-bred horses to enter foals in Texas horse events; encourages development of the Texas horse industry; and enhances the quality of certain Texas-bred Appaloosa, Paint and Quarter horses.

In order to be eligible for TEIP, a foal must meet the following requirements:

  1. Must be a Texas-bred horse;
  2. The foal's stallion must stand stud in Texas during the entire breeding season; and
  3. The mare must conceive and foal in Texas.

Please note: A foal's owner must file a registration report with TDA to receive any incentive award.

When a foal is eligible to begin earning points at the age of one, TDA, in coordination with the breed associations, will collect the number of points each foal has accumulated in Texas. The dollar amount for each point will be determined every year based on available TEIP funds. Foals paid into the program based on the 2009 breeding reports will receive the first incentive payouts based on 2012 performance.

TEIP Participants

To be eligible to earn TEIP incentive awards, foal owners must:

1. Have a foal resulting from a breeding that was registered with TEIP during the applicable breeding year; and
2. Submit a copy of the foal enrollment form and applicable breed association's registration papers for the foal to TDA at:

Upon receipt of the foal's enrollment form and registration certificate, TDA will verify program eligibility. Owners of eligible foals will then receive a TEIP participation decal to be placed on the foal's registration papers. Note: TEIP decals will be addressed to the foal's owner based on the address provided on the foal enrollment form unless the department is notified, in writing, of a different address for receipt of program information and notifications. All mail to the department should be sent to the above address.

Although the program is voluntary, the law requires certain breeders to register with the program or opt out.
