Upper Willamette SWCD

The Upper Willamette SWCD serves approximately 66% of Lane County and encompasses nearly 2 million acres. Our District extends from the crest of the Cascade Mountains westward along the Lane County boundary on the west, from the Linn/Benton County lines on the north, and to the Douglas County line on the south.

The Upper Willamette Soil and Water Conservation District (Upper Willamette SWCD) is a local government entity organized under the Oregon Department of Agriculture (ODA) established under Oregon revised Statutes (ORS) 568.210 to 568.808 classified as a municipal corporation that works on a voluntary basis to assist landowners at their request and has no regulatory authority; and serves as the Local Management Agency for implementation of the Oregon Agricultural Water Quality Management Area Plans per ORS 568.900 - 568.933.


The Mission of the Upper Willamette Soil and Water Conservation District is to provide a regional forum for interested people, groups and agencies to bring forward conservation needs currently not being met. To address those needs by linking people power, technical assistance and/or financial resources through prioritization by the group.


All private lands in the UWSWCD are managed to optimize productive, environmentally sound use and conservation of natural resources. The Partnership provides an effective, seamless response to landowner requests.
