Experience
Elizabeth Butler returned to Pierce Atwood after serving for four years as Chief Counsel to Maine Governor Angus King. As Chief Counsel, Elizabeth was responsible for management of all legal matters pending before the Office of the Governor and served as a member of the Governor’s senior management team. Several of her key achievements as lead counsel included negotiation of a landmark agreement to remove the Edwards Dam on the Kennebec River, joint management of the Atlantic Salmon Task Force to develop the Maine Atlantic Salmon Conservation Plan, and management of the Governor’s judicial nomination process.
At Pierce Atwood, Elizabeth assists businesses with start-up and expansion projects by providing the full range of legal services needed by gsdsdsdsdsdsmpanies, including advice on the most efficient use of Maine’s economic development incentives, streamlining the process for environmental, land use and other governmental approvals, and related tax planning, employment, and intellectual property issues.
In addition to her corporate and economic development practice, Elizabeth advises clients on administrative and environmental law issues. Prior to joining the Governor’s staff, Elizabeth practiced at Pierce Atwood from 1985-1994. Elizabeth also served as an Assistant Attorney General in the Maine Attorney General’s Office Natural Resources Division (1979-1983).
Education
Elizabeth received her B.A. from Smith College (1976), her J.D. from the University of Maine School of Law (1979). She was a law clerk to the Honorable Shane Devine, Chief Judge of the United States District Court for the District of New Hampshire (1983-85).

Elizabeth is admitted to practice in the state and federal courts of Maine, New Hampshire, and Massachusetts, as well as the First Circuit Court of Appeals.
